Bogumił Szmulik graduated in Law and Political Science from the Maria Curie-Skłodowska University (UMCS) in Lublin; PhD in Political Science (UMCS 1996), PhD in Law (KUL 2005), obtained his postdoctoral degree (habilitation) in Constitutional Law at the John Paul II Catholic University of Lublin (KUL) in 2009; held scientific internships at the University of Cologne and the Max Planck Institute in Freiburg, Germany; the author of numerous publications on constitutional and administrative law.

Since 2010, he has been employed as University Professor at the Cardinal Stefan Wyszyński University (UKSW) in Warsaw, heading there the Chair of Comparative Constitutional Law and Contemporary Political Systems.  In 2012-2016, Vice-Dean for Science, since 1 September 2020, Dean of the Faculty of Law and Administration of the UKSW in Warsaw. Since 2021, the Member of the Polish Accreditation Committee; since 1 April 2016, the Member of the Legislative Council to the Prime Minister (in 2018 appointed for another 13th term); attorney-at-law; scientific secretary and thematic editor of the “Przegląd Legislacyjny” and, since 2 March 2021, Director of the Institute De Republica.
